While the Association is headquartered in the Washington, DC area to focus on the national and international interests of the water reuse and desalination communities, the Association's State Sections compliment the headquarters organization with their unique ability to focus on local legislative and regulatory issues. The Association is comprised of six states sections, which are located in Arizona, California, Colorado, Florida, Nevada, and Texas. The California Section also has four local chapters, which focus on grassroots issues.
The Association signed an agreement with the Water Services Association of Australia (WSAA) on June 30, 2008 to form its first international division in Australia.
