Water investment decisions are typically made by some form of
representative government, whether a city council, water board,
or some other combination of governing bodies. Given this, the
utility’s communications must focus on ensuring that policy makers
have both the information and community support to make a good decision. Without this focus, minority voices and perceived risks can dominate the dialogue and determine final outcomes.
